I own tons of Sega CD games. How do I play them on Mame without using a CD? I want to be able to have all of them on Hard Drive and be able to have a list on Maximus Arcade. Can this be done?

You can't play them in MAME (Multiple Arcade Machine Emulator). You can use a Genesis/Megadrive emulator that supports loading ISOs, though. I use Kega Fusion. I don't know if there's anything more modern, though.

So I will have to a CD drive setup up on mame cabinet to run them?

No. You have them on your hard drive, so they are already in a disc image format.

If you rip the games to .bin you can convert them to .iso and .mp3 files to play in most emulators without the CD. By far the best and most cabinet-friendly I've found is Kega Fusion. ensure you have the appropriate bios files, test them in the emulator from Windows first, then set your front-end up to identify the .iso files to create your game list.
