What's a good site or app that can take a JPEG (raster) and convert it into a vectorized image in color?

most vector programs can accomplish the task but with unsatisfactory results your best bet is to learn to vectorize art yourself as for vector programs the ones I use are illustrator and toon boom both of which are relatively expensive but are considered the best

I agree. You are best off to vectorize it yourself as raster-to-vector programs don't produce ideal results.
However, many people on this board think highly of Vector Magic. (http://vectormagic.com/home) It is free, too.

I know Illustrator is the best way. I probably won't be using Vector Magic to print side art. :)
