Title: Layout skins?

So I've got a basics of making a layout figured out but I want to do something with graphic "windows" for the gamelist etc.
It seems like it's just a matter of making "skins" in a photo/graphic editor and using them as the background image right?
I'm assuming you do everything with the mala layout program except create the imported background image. Just wanted to make sure I'm not missing something here.

What graphic editor type programs are you guys using to make your layouts?
