I tried and I stink at it.Being semi cheap has something to do with it also. . Here is my layout will it work any recommendations ?

With keyboard encoders so cheap nowadays, does anyone really do keyboard hacks anymore? In case you were out of the loop, check out GroovyGameGear or Ultimarc!

Ditto. I know you're trying to save money, but the interface will make or break a machine so you don't want to cheap out. The inevital problems with matrixes kill the gameplay experience; even if you map it you will likely still be faced with simultaneous key press limits, particularly in fighting games and the like.
There are easier ways to save money elsewhere in your build, so spend more on the interface and less on materials.

I have a Mini pac on one machine now. I just want a cheap way to screw around with setups.. So a free keyboard and some time is a good price for this project

Surely if it will work will depend on the matrix for your brand of keyboard. The only way to tell is to try pressing various variations of those keys before you hack it to see what happens in notepad, MAME and a front-end. If all else fails and you want a cheap hack, try picking up a dirt-cheap joypad and use the 'joy2key' program instead. At least that way it is mappable if you find our soldering has not been done correctly.
