I came accross a NOS playfield for a Monopoly pin.

Are NOS playfields usually this cheap when the machine is still prety new? I know that they go up in price as they get older and more desireable, but this just seemed a bit cheap.

It's a bit cheap, but probably not as cheap as you're thinking, because it's a Stern. A Stern that completely sucks and they never even finished. Part prices are always about title and Monopoly is not a sought after title.

In general, are NOS parts for new pins cheaper than older pins?
If this was, say, a LOTR, it would probably be more expensive, but I would assume age and cost to build would be similar?

Stern still has LOTR playfields available. They may or may not still have Monopoly. That's the start of determining price - can you still get it from Stern?
Other than Stern it really really depends on the title. You can get NOS playfields for $100 for some games, others will cost you $1500, and that's all dependent on whether or not you can find it to begin with.
