I guess these sell new for like $35. I don't have it yet, but someone locally is selling it for dirt cheap.
Could it be modified as a trackball for an arcade game?

i have one i got at kmart for $12, i performed a mouse hack and interfaced it with the PC. it works OK, however it does not spin freely like a real arcade trackball. it pretty much stops spinning as soon as your hand leaves it. it has small, rubber coated rollers on the inside....so to answer your question..yeah it could be used, but dont expect an authentic arcade experience. it may work fine for some games (like centipede) however i dont think you could play golf games with it.
