u-hid from ultimarc now supports mechanical encoder input translated to button presses or keyboard strokes.  You would have to design your own lighting and listen for the button presses to change the volume with software.
Don't know of a good ready made solution besides the powermate which has that issue of not being recognized.
I started to put together a little app to recognize the presses and change system volume...I should finish it up.

Forgot about this product:

Not as nice looking as the powermate imho, but if it works better...

Wasn't sure if you knew, but CabVol will actually adjust the volume via key presses (or mouse movement):

Anyway to get some Vista 64 support?

On another note, can you use a Media Center remote to control volume in windows with out MC loaded?

I did look at that, but it wasn't quite what I needed.  Maybe it was because initially I was going to put it together for parallel port input?  I was planning of finishing it using gamepad button input...does it do that?  I don't recall.

I have a media center IR usb receiver, and I think it works in none media center versions of xp.  Not sure if the volume works though, as I've only used it with my harmony remote.  I'll try to dig it out and try.

Those wanting joypad support can use xpadder or joy2key.
