Title: Overspin?

Finished my first cabinet yesterday and everything is working great.  Except my TT2 spinner is acting like it's too fast.  I've searched here and google and it sounds like overspin.  I can turn my windows mouse down but I have no idea where Mame Digital acceleration is located.  I have a feeling that is the setting I need to change. 

Does this sound about right to you guys?  Or am I not even close, LOL?

Start game, tab, analog controls, dial sensitivity.  Divide the default by about 25, or check out wiki (http://wiki.arcadecontrols.com/wiki/Spinner_Turn_Count).  Repeat for each game.

Can this fix be applied to the trackball issues as well?  I have a happ usb trackball that when I smack in golden tee it just doesnt seem to work right.  For intance the shot doesnt go very far.  Can this issue be fixed as well?

Maybe, if everything else is working correctly.  However, quite a few people have posted here with problems with happs usb TBs, that were the fault of the USB sensor boards not being able to keep up with the speed. :-\

Quick overview of TB backspin: cause can be in many different places. 
Ball or rollers might slip,
roller bearings might need greasing or breaking in to go that fast,
encoder wheel can be dirty or missing teeth,
optical sensor can be dirty or broken,
circuit board can be shorted or broken,
power can be inconsistent,
chip that converts raw sensor signal to USB might be too slow or broken/burnt out,
protocol between TB and computer can be too slow ([cough]serial port[/cough]),
computer can be too slow,
OS can be too slow,
API between OS and app (mame) can be too slow or too small mac values,
app might be too slow, and mame might be sending too high values to the game ROM.

With the TT2 of OP, the problem was the last one. 

With happ USB TB boards, most often it seems to be fixed by replacing the boards. :(  There's a "new version" of the USB board that "works better", but there doesn't seem a way to see the difference between the two by looking it the board or part number.  You can try to talk to happs about replacing the boards in kind, or... buy two arcade boards and an optipac/optiwiz.

In Tempest I have my sensitivity set to 6 for my TT2, and I am still seeing backspin. Anything else to adjust, or is this just how it is going to be?

6% should be matching the original game.  Just for kicks, in windows mouse control panel, is the enhanced speed enabled? (try disabling and see if any difference), and what about windows mouse speed? (try adjusting to exact middle or left of that and see if any difference).  FYI, these should not effect mame, but in the past, a very similar "should not" sometimes did.

Also, do you notice the backspin in other games, or just tempest?

I did check the Windows control panel, and it had no effect on the MAME response. There is backspin in other games as well.

But I noticed it is really only really there if I do a hard spin. A normal spin during normal gameplay will not really produce any backspin. It may come up occasionally, but it is easy enough to back of just a bit, and not spin it quite so hard. I checked Blasteroids at 6 and Arkanoid at 30. Both had similar backspin at pretty hard spins.
