I just got my ArcadeVGA card, While hooking it up I noticed the harness to my arcade monitor did not have a wire coming from the vertical sync position. I decided to go for it anyways and the screen will not stop scrolling. I tried connecting the vertical sync wire but it did not do anything either. Does anyone know why this is happening?

You monitor probably has a vertical hold control that needs to be adjusted. What model of monitor do you have?

What monitor is it?
Are you using a VGA breakout cable?

Not sure exactly what kind of monitor it is, but I figured it out. It seems the cable was simply missing the v-sync wire. Not sure why or how, but I managed to make my own breakout cable with the proper connector and voila! Now I need to figure out why the picture is larger than the screen. Also, I can see horizontal lines on the picture that should not be there.

Yup, sounds like you still need to adjust the monitor itself. Some good ol' fashion tweaking.
