I have tried to make my own but its just way too hard too do.
Is there anywhere in the UK that would sell this kind of cable please?

I have just ordered one from Germany as recommended by Sailorsat.

Assuming they used the resistor method, that German cable won't work if your video card doesn't output 5v on VGA pin 9 - I think ATI cards are the only ones that do. Also, it might not switch to AV mode properly for you as 5v is technically too low for 4:3 AV, but this depends upon your TV and it's quirks.

I had an email conversation with the seller of the German cable and he told me that there is a USB connector that can be used to get the 5V.
However my concern is also that the 5V is not enough to get the TV to 4:3 AV.
Although my TV is a 4:3 TV and not a 16:9, is it still possible that 5V are too low?

In my experience, some TVs need more than 5v, some don't. You might get lucky. You would have to test each one to be sure. But the technical specs say that the 4:3 AV mode switching signal to pin 8 should be in the range 9.5v - 12v, and 5v is simply lower than that so what more can I say.
That is why, when I make a full-on VGA-SCART cable, I always add on a standard 4-way PC molex power connector to supply:
* 5v (the red wire), stepped down by 100ohm resistor to about 2v, to pin 16 (triggering RGB mode).
* 12v (the yellow wire) direct to pin 8 (triggering 4:3 AV mode).
* DC Power supply grounds (the 2 black wires) to pin 18, to make sure all is safe.
