Title: Yet another "name this game"

I'm trying to help a friend on another forum identify an arcade game from the '90's.

The game as it was described is as follows.

It was a sitdown cockpit type cab.  You were driving a boat (he seemed to think it was red).  You raced to the finish line shooting enemies and collecting power ups and cash in the water and in the air by jumping the boat off of ramps.  He also described the controller as a yoke type wheel with thumb buttons. 

I couldn't come up with anything right off the top of my head so I shall defer to the experts.

I'm thinking that my friend mentally merged Hydro Thunder and Hydra.  I'll pass along the info to him.  Thanks a bunch.
