I'm working on restoring an old cabinet that's gotten a little bit of rain on it. The bottom 6" were terrible and have been cut away, but the rest of the cabinet is fine except for a slight puffiness around the edges, barely enough to be noticable...the wood is slightly flaky in this area, but it's still stong.
Is there anything I can (or should) do to this area before sanding it flat? Or should I just not worry about it?

If you feel it's strong enough to leave you can fill the edge with Bondo. That should give you a good edge on which to attach a new base.
In fact there is a good tutorial on this here (http://forum.arcadecontrols.com/index.php?topic=49927.0).
