moving the ball in the down direction brings the cursor up in windows
left and right work right, sorta... its kinda hard to explain i have to move the ball really really slow ot the left or the right ot get the cursor to go that way.. if i move it too fast it goes wherever it wants to.
(3" happy highball) connected to minipac

Check the wiring diagram to be sure the +/- directions are the right way round. If it's a new install, you may have installed it wrong. The U-trak wiring loom when linking to the mini-pac gives the x-axis reversed by default, but the two wires can be swapped by splicing. Could be the same for the Happ ball.
If it's not used as a mouse in Windows you can always just use the axis switch option in MAME anyway.

This is where Turnarcades talks about switching the Y1 & Y2 (aka Ya & Yb, aka Y+ & Y-) wires. Do not change the ground and power wires.

Check the sensor and encoder wheel. Make sure they are clean and the wheel centered on the roller. Make sure the wires are well seated, and the circuit on the board is intact. Try swapping the two sensor boards first physically and then on the minipac. See how the problem follows the changes. Are the boards the red ones?
Could be the wiring, the sensor, the sensor board, or the minipac. If you can't get it working by cleaning, post the results of the above so I don't go off on all the possibles. ;)

Oops yeah should've clarified that. :P
