Title: why does Midway wire there PS for MK series this way?

looking over my MK manuals and I noticed that the Mortal Kombat Series from Midway added a extra "jumper" wire between the Ground and the other ground (AC ground?) (see link)

I am wondering why this is done? I just booted up my MK1 WITHOUT the jumper and it works fine?? 
Should I add the jumper between the 2 grounds just to be safe?

is it just to tie the 2 grounds together to link everything to the earth (outside) ground?

This is done to keep "herringbone" lines out of the video signal. Cleans up the video in other words.
