My mame pc consist of a P4 2.2 ghz with 1 gig of ram and a ATI 9600xt vid card that should be a 120mb vid card. This pc is also running Tinyxp. For a display I'm using a 20" gutted tv tube.
For some reason no matter what I do these two games run like dog poo. The cpu is only using at the most 50% while these games are going.
I have another pc with about the same specs and full xp version that had this video card in it and these games ran fine, with a lcd monitor.
Could the tinyxp have something to do with this issue?

Do use the gridwars 2 patch I created in the past (Im are NOT the original author of Grid Wars, I just modifed the source to became a more cab freindly patch)?

I mean this slowless is due the desktop is set to 16bit, but should set that to 32bit. A Another user have that problem and fixed after changing his desktop to 32bit.
Remember to update all drivers as well.
Grid Wars is a OpenGL application, not DirectX since BLitzmax DirectX drivers is much slowere than OpenGL.
Both games is single threaded applcation, and your CPU is a a HyperThreading CPU, hence Windows see your processor as 2 seperate CPU's. Hence 50%.

In the control panel for the display it was set to 32bit. Thats what you were talking about right?

Yes. It might been a TinyXP issue, but I known nothing about it. You might have disabled a service needed by games and mightbeen have used software render. I do not known.
So all I can see is try to update your graphics drivers and your motherboard drivers.

noticed you have a ati card one thing to try google up ati tools and driver cleaner then instal thier driver pack for your card not the official ones .. mainly it has better opengl support and youll be sure the driver was cleaned out before installing the new pack ..
on a side note not sure about tiny xp but alot of the xp builds with direct x streamlined into the instal can actualy be a major pain to update for some reason youll get partial updates best aproach is to boot your system into safe mode set your vidio driver to vga reboot run the ati removal tool and dirext x tools make sure everythings gone then reinstal what you need..
