Is that a copy machine to the right.
I guess his house is too full of old newspapers and VHS tapes so his game room and his office are both on the back porch.
Just to the right of the copier (out of the picture) is his banjo.

Don't know about the US, but here indeed normally the flag should be taken down at night, unless you illuminate it, than it's OK to keep it hanging....

Same flag etiquette in the US. As long as it's illuminated it's OK to fly 24/7.
