It's also not supposed to be flown at night, but you see plenty of businesses doing it. He actually appears to have it mostly rolled and on something, but the end unfurled.

Don't know about the US, but here indeed normally the flag should be taken down at night, unless you illuminate it, than it's OK to keep it hanging....

Same flag etiquette in the US. As long as it's illuminated it's OK to fly 24/7.
