The commentators didn't think so. That's why they wouldn't touch it.
I think it's okay because the comment was innocuous. Everyone should lighten up a bit on this stuff. It's all about context.

The funny part is imagining what's happening during the silence. I imagine the commentator grimacing and quietly pounding his forehead right after saying it, and his partner pointing at him and laughing under his breath.

I really don't see what he said as "blatantly racist". He offered a reason as to why the lead runner's break from the pack was so effective, it sounded pretty reasonable to me.
