I have a Ati Rage Fury 32mb VIVO, but my Grundig TV dont have S-video input only RGB SCART.
I dont want to use component video output, because the picture is not good.
So i asking if is possible to convert the S-video signal from the ati card to RGB Signal for the TV RGB SCART input??

Ok just for clarification, what you ment to say was COMPOSITE video output is not as good as s-video. Component video is a much higher quality than s-video.
Second: European SCART inputs take s-video. As seen here http://www.gamesx.com/hwb/co_Scart.html (http://www.gamesx.com/hwb/co_Scart.html) pins 15 and 20 are Chomanince and Lumanance, use pins 13 and 17 for grounds....and you have all 4 connections which make up an s-video connector. So all you have to do is hack a SCART cable to an s-video cable using these pins.

I don't think you understand what you are asking for. There is no RGB in s-video. Yes, there are converter circuits which try to build a fake RGB signal from s-video but what you will get is poor RGB signal (worse than the s-video). Converting composite or s-video to RGB is not what you want. You'd be better off hacking the svideo cable to your scart conntor like I mentioned.
