Title: How do I make... "Shaded button cluster outlines?"... What am I trying to say?

A while back I remember reading a post about how to create those partially transparent smoke gray outlines around the CP buttons.  Ive searched and searched, but apparently dont know what I'm really looking for.  Anyone else remember this post, and if so, can you direct me to it? TIA
