So I have a USB spinner and a PS/2 mouse hooked up in my cabinet.
When in MALA, both of them are recognized. I can page through the gamelist with either the spinner or by moving the mouse side to side.
When I load up a spinner/mouse game(Tempest, Arkanoid) the USB spinner is no longer recognized. It will only respond to the PS/2 mouse.
How in the hell do I fix that?????
I even tried hooking up a USB mouse instead of the PS/2 one. When I do that, neither of them are recognized in MAME.

MaLa doesn't care - any X axis is an X axis -- but MAME might. Since around v.84 or so MAME has understood and discriminated multiple optical devices. Try entering the "input (this game)" part of MAME's menu and re-map the dial control in Arkanoid or Tempest using your spinner. If that does the trick, consider doing the same in the "input (general)" part, to make the change global. Set dial with your spinner and trackball with your mouse. If you make a mess of things, just delete default.cfg or arkanoid.cfg from your cfg folder and they'll be recreated with defaults.
You may want to mess with sensitivities under "Analog controls" while you're in there for each game too.

Shock is right for the most part, as your symptoms support that mame is seeing the mouse type devices as separate inputs.
However, depending on which version of mame and windows you're running, another fix might be easier. Current mame has a -multimouse option; make sure it is disabled (the default). When disabled, all mouse type devices are grouped together (much like you are seeing in windows & MALA). However, older versions of mame didn't have the option and forced multiple mouse support.
FWIW, I love that mame has true multiple mouse support (IOW can see each mouse individually). I prefer having the mice separate (even with the remap "hassle"; hint use ctrlr files), but with virtually zero other applications out there that can do the same, it seems many people don't find the multiple mouse support "intuitive". (IMO, it's not "intuitive" because they have learned "there can be only one mouse"; while they have no problem with each gamepad seen independently.)
