Title: Need info ASAP, cheap SCART tv for sale nearby

There's a tv in my neighborhood for sale that has a SCART input.  Do I need an ArcadeVGA card AND a hacked cable?

I went and looked at the tv.  It was indeed a PAL tv, but had no SCART input.  Just composite and some strange looking cable input.
