I was looking into the dreamcast vga adapter for my cab, but would it run on a 15hz arcade monitor. probably not right?

Uhh I don't know how that works, but worst comes to worst...if you are running a PC, just get a video input card and plug into your comp with your dreamcast.

Dont use a VGA box for your arcade monitor at 15khz. You need to hack the rgb scart cable. Look here bags of help:

Yeah, the VGA output from the DC is 640x480@60hz = 31-32 kHz.

You CAN use a VGA box to output @ 15khz but you will need to hack it (very easy to do).

Yes...but it is a very easy way to hook your Dreamcast to an arcade monitor (which I presume the original poster wants to do).
Also, IMO this looks better than a DC on a VGA monitor (in most games).

if you have the clear plastic boxed vga box you cut wire 6 inside the box and it puts it in permanent 15k mode add a standard switch to it and then it can be switched between tv vga and cga ;)

Yes to all questions. I did a post on using a simple DC VGA cable (http://forum.arcadecontrols.com/index.php?topic=37411.0) hack to get a 15kHz output...

I use a hacked VGA box to hook my DC to my 25" arcade monitor (Mortal Kombat), and it looks REALLY nice.
