Hi,
I'm building a control panel and would like to know whether I can use Network Cable like CAT5 (the 8 small wires inside of course..) to wire my control panel.

I Have another cable, It says:"Western Wire AF108F90 8X22 AWG Foil Shielded 60V Control Cable"
Is this also good?

The cable will work great, it is nearly perfect for this... the issue may be the plug/jack combination if you want them swappable. These connectors are usually cheap and not made for many cycles.

I've been swapping mine for 5 years now, and not had any failures due to the plug/jack end.
I've snagged a couple of the loose wires, but that's an easy fix.
Make sure that you get stranded wire, not the solid kind.
The stranded wire will hold up much better to moving around without snapping the wire inside.

Cat 5 is usually solid cable unless they are patch cables. Be sure to get the correct connectors as in stranded type if your using stranded cable or solid cable.
