Personally, I think it is a bug on the lens that is out of focus...or the owner dangled something on the camera himself.

Indeed. I think we picked-up that second guy on the video with our flying saucer about a decade ago...that made us leave the planet for a while.....thinking civilisation is still not ready for us.....sigh.....
