My parent's 19"TV is doing something I read that can happen on arcade monitors as well. The picture looks fine in a 4 inch diameter circle in the center but the outside edges are very blurry. The color seems fine (no separation or blotchiness). Could it possibly need rejuvenating?

Ok, I will try it next time I'm up there. Could it be anything else like capacitors/loose connections etc?

the crt may be too far gone. but, still worth a try .
the rejuve process consists of increasing the filament voltage (more heat) and applying a sudden high voltage to a control grid .
the higher temperature allows more electrons than normal to be emitted . the sudden presence of the grid voltage "yanks" the electron cloud from the surface of the cathode thereby removing the "crud" layer inhibiting normal electron emissions (rujuve currect should be limited to 150ma) .
depending on initial gun condition and usage periods, a good rejuve may last a few yrs or just days ...
the cathode material will eventually reach a point that few electrons are liberated and no rejuve attempt will be successful . i.e. crt replacement

Isn't this blurryness also present normally on some of even new arcade monitors ? My 27" Neotec 500DX shows some blurryness in the corners about 1.5" or so but I can still read windows text in it. Can I do any adjustment to clear that?
