Title: What game is this...

I'm trying to figure out the name of a game we used to have in our college rec area.  I think it was a street fighter, all I remember is the attract screens showing a guy in a white "fighting shirt" standing there in a Chuck Norris attack pose.  And the character was like bouncing back and forth slightly.

I know this isn't much to go on.  Any ideas?

Super Street Fighter II had a large Ryu animation that showed him slowly building up a fireball through the couse of the attract mode.
