is their a front end i can start from windows go straight into my arcade monitor through my VGA graphics card and just play games easily until i can set it up properly thanks

I was looking at Maximus Arcade the other day and thought it was a nice, well polished front end. Mala and Minwah are also very nice.

Five posts so far and not one of them with any trace of punctuation. I'm going to be kind and assume that you're disabled and have trouble using a keyboard. The alternative is too horrible to think about.

What do you have set up so far ? (e.g. can you boot to Windows on your arcade monitor ?)
Letting us know what you have working is important, then we can better help you.
Also, make sure that you check the Front Ends page in the wiki (http://wiki.arcadecontrols.com/wiki/Front-Ends).
On my first MAME cab, I used MAME32 until I got MAMEWah properly configured. Since then I have used MaLa exclusively.

i am just getting a flickery screen. i have my j-pac plugged in on to my usb and vga on my laptop. when i checked windows vista said my second monitor is not plugged in i am thinking it must be a driver or something :banghead:

Well, wait a second ... you're trying to drive an arcade monitor off of a notebook VGA ?
While I'm pretty sure that I can futz my video drivers to produce a 15Khz signal from one of my notebooks (and, quite frankly, I won't bother to try), that is far from a foregone conclusion for all notebooks.
Before we get into what you need, you should tell us what you have ... I am guessing:
JPac (OK, not much of a guess)
Standard Res Arcade Monitor
If that is the case, then you need to be able to push a signal at 15Khz, not 31Khz (VGA). The JPac does not do this conversion for you (http://www.ultimarc.com/jpac1.html).

First case of dyslexia I've ever seen that only has the effect of removing all punctuation while leaving perfect spelling.
