I was reading an article a while back about someone adding new levels to Donkey Kong and then started wondering if someone had taken this to an even higher level like create an entirely new game using existing chips/hw in a game. Has anyone done something like this?

It happens. Dave Widel has written a bunch of games that run on Pac-Man hardware. Donkey Kong has new levels.

Check the gameboy (http://www.consoleclassix.com/gameinfo_donkeykong_gb.html) version if Donkey Kong.
It is a very cool Donkey Kong game, and has bunch and bunch of cool levels, but it starting it with these arcade classics levels. You can do clear the first 4 arcade levels a much much faster than arcade original, due to the new movies Mario have.....
BTW, I may have misread the topic, and yes we want to see more homebrew games using old arcade boards (and not just for home conoles, since I have see couble of fun homebrew games for example to Game Boy Advance).

This is exactly what I was looking for, thanks. Sorry, I should have been more specific. I'm interested in games that run on arcade HW. There are tons of cool homebrew for consoles but I don't see a lot for running on the arcade "platform". :)
