This came from a die hard cabinet, I dont know much about arcades so I hope its a universal piece its controls the monitor adjusment options.
if some one could toss me a link where to buy a replacement if i can.

Post this in monitor/video with the name and model of your monitor (not the picture tube) and pictures and maybe someone can help.
An no monitor boards are not universal. You will have to get the exact control to replace it on your monitor thus the need for model and pictures

I'd advise a new one too.
However, there's not much on that PCB and apart from the two resistors the rest are link wires and pots. If soldering is a skill you have, you could desolder the right hand pots, clean, check and repair those traces and replace the resistors.
Wouldn't take more than a couple of hours to do the whole thing.
