Title: Cab restoration questions

I'm nearing completion on restoring the Spy Hunter II cab.  Picking up the lightbulbs today.  Everything else has been cleaned, adjusted, spec'd out and working very nicely.

I have a couple questions on restoring the cabinet finish:

1) What (if any) is a good way to touch up scratches on the sides of the cab?  It appears to be vinyl (or else really heavy black paint over white primer).  There are a few scratches that allow the white underneath to show through and I'd like to touch them up if possible.  Can that be done with like a touch-up paint and then buffed?  Any paint color recommendations?  Any other methods?

2) What is a good cleaner or method for the control panel overlay?  No plexi, just the overlay.  There is a little magic marker on one side, and just general grime that comes with age.  I've been hesitant to put anything on there as I don't want to use anything that would be caustic and risk stripping color.  Any suggestions on how to clean up/polish/restore?   Product or method recommendations?  I'm really at a loss here and don't want to experiment with household stuff without checking in here first.
