I'm new to MAME and am having a problem:
I am running windows 98 and when I plug my Happ Trackball in, my PC is not recognizing any new hardware. It recognized the Ultimarc Rotary Interface as well as the IPAC4 that I am using, but not the Trackball. I tried using both USB and the PS/2 interface and rebooted more than once, and neither worked.
I also tried having my PC detect new hardware with both connections, but no luck.
Any ideas?

Not sure what interface your trackball is using.
Mine shows up as a mouse.

Does it show up with a "?" in the hardware tab, or nothing at all happens?
If its detected but saying there is no driver, you may be able to just manually call it a 3 button mouse and have it work.

Nothing comes up at all. It is as if I did not plug anything in.
I have another PC with XP loaded to it and it works fine.
I have tried to find a Windows 98 update on the web to see if that is the problem, but I cannot find one anywhere.

Not sure if this it or not, but worth checking. Is it Win98SE or just 98? Is the Happ Trackball connected via USB? Anything else working via USB? If you have USB working, you may changing where you plug it in, do it before booting or vice versa, etc.
May not be it, but worth a shot.

When plugged into the ps/2 port, you will need to have it plugged in before you boot up the computer, so that your bios can detect the mouse detected, otherwise the ps/2 port won't work. Once windows is loaded you shouldn't see a "new hard detected" window, it should just work as a standard mouse. Do other ps/2 mice work on that computer?
If other usb and ps/2 devices work, then its unlikely that the problem is with your computer, theres probably something wrong with the trackball or cable. Double check the cables and wires on the trackball and make sure everything is connected properly.
