I have an Radeon 7000 64MB video card and it plays 90% of the games very well. I have really choppy game play in games like NFL Blitz, Virtual_____(insert name), and most games that look 3Dish. The sound is choppy as well. Is there settings in Mame that can be adjusted to play these correctly? Or is that my video card needs to be updated? I am running MAME in 1024x768, would changing it down to 800x600 help?

try changing the sound settings from 44100 to 22050 it might help a bit. But some of those games require a hefty CPU power. I think BLITZ is one of them.

The problem is not your video card. MAME dosen't use the GPU or RAM on the card. All the video emulation is done in main ram and on the CPU. These are the real bottlenecks for MAME especially for any 3D games. Give MAME another year or two and they may have things worked out with multi threading and using the GPU.

I think I have 512 RAM right now. You said the CPU and Main RAM dictate the most in MAME. Would I see improvements by bumping the RAM to 1GB? or would the cost not justify the increase?
