It says that it can play Pacman, Pacman Speed Up, Ms Pacman, Ms Pacman speed up.
Does anybody know how to do that? Cause that would be a really cool idea, and would save time and money, also would they play just like the originals all sound and everything?

That is the instructions on how to do it. They play close enough to the original you won't be able to tell the difference. It is running bootleg ms pac roms so technically it won't play exactly the same.
That is the principal behind the 96 in 1 and the other multigames. You just add bigger roms and bankswitch between games. The next step would be to hook the dipswitch up to a register and then write a menu to control the register and you have a multigame.
