Seems they basically say their legal because they're in Canada and not subject to U.S. copywrite laws. I don't know anything about the laws, but I do know that any site that streams and sells movies that are still in theaters (you can download the movie 300 for $2.99 which is currently the #1 boxoffice movie) can not be legal. Theres been a number of similar sites that just stream tv shows (not movies and they didn't sell anything) that were based in other countries, and they've been shut down, so I doubt this site will be any different.
In short, enjoy the site while it lasts because it won't be up for much longer.

Canada has no DMCA but it it is still part of the Copyright conventions that existed prior to US's DMCA ammendments, so watch this one disappear soon.
Funny thing is his web hosting service is in the US, so... I don't know why the guy thinks he's "safe".
