Title: Blitz CPO - is it stuck to laminate then put on the plywood?

I've got a Blitz 99 CP and the CPO is not stuck down to the plywood, but rather it is stuck to what appears to be laminate.  Is that what it is stuck to?  Anyone know for sure?  Most of it is loose from the ply, but it is stuck down on the sides.  Seems to be a good way to handle mounting the CPO on the CP.
