I'm having an issue with hooking up my ipac4 keyboard encoder. everytime i try and hook it to my computer with either the usb cable or the ps2 cable my computer just starts beeping at me and then freezes. Has anyone run into the same issue? Is my computer bad? Please help if you can i'm running mame .61 don't think that makes a difference. my computer is an ibm pentium 3 750 mghz it's the only issue before i can enjoy all my hard work!!!!!

I would venture to guess that you've wired up the IPAC wrong. The PC sees the IPAC as a keyboard. If you have your wiring shorted out, then the PC is going to start thinking you're sending keypresses too fast. The beeping is the PC basically saying "enough already!. If I remember my basic PC design, it's when the keyboard buffer is being filled faster than the PC can process it. When you exceed the buffer, the PC gives the appearance of hanging when in actuallity it's trying to process the key presses.
In short (excuse the pun) double check your wiring and make sure it's right.

I will check it once again but both lights on the ipac are solid green. I will check and make sure that no buttons are stuck

Are you using this chart (http://www.ultimarc.com/ipac2.html) to help you figure out what the LED might be trying to tell you?
Another thing to watch out for is if you connect to the NC side instead of the NO side of some switches. The explanation is also at the above link.
