Is this a MAME cabinet?

If it is not, does it come with any actual game(s)?
If so, which ones?

This is a standard Jamma based Japanese cabinet. It's a universal cab, so it can be used for MAME or PCBs. These are standard in Japan. If this picture doesnt sell you on it, I don't know what will...

The cab above is an Egret2, but Astros are still used in Japanese arcades. As you know, arcades are not a thing of the past in Japan, like they are in the U.S.

Its a real shame... :'( :'(
