I've just got a used japanese sit down cab that's all plastic on the outside. Its off white, and in many places marked, or dirty yellow from use. My wife thinks its the ugliest thing she's ever seen so I'm going to try to change it to black to lessen the ugliness. Should I a) spray paint it b) laminate/contact paper it ? And if so what the best spray paint or laminate to use ?

I don't know on the plastic... but most people around here thing rolling is MUCH better then spray paint.
you might consider doing a quick test paint on the inside with a roller and spray paint and see what works better.
also, make sure to mention what your painting when you go to the store. Some paints will just peel in a few days on plastic.

Definately do test runs with spraypaint because it's easy to do a bad job, but you can get it done. I would avoid spraypainting the whole thing if possible, but definately the yellowed sections if cleaner down't do the job...
I actually spraypainted some of my Japanese sit down cab and it looked pretty darn good (pictures are at Arcade Cab#1 on my web site).

Use your own judgement if this looks OK or would've done better using some other application technique (and yes, I DO know I painted the speaker grills, the wifey likes it that way...)...
