Title: anode cap purpose

what is the purpose/function of the anode cap?  can an improperly placed anode cap cause a monitor to not give any picture??   what would cause a monitor to go thru the motion of powerup but give no picture(if its brand new even)

The cap just shields the outside world from potentially touching several thousand volts.

What do you mean, the motion of powerup?  You mean you can hear the high voltage, but no picture?

yes, exactly...  i'll plug it in, i can hear a low hum...when i turn on the cpu, it will try to,.i guess.. change the frequency/adjust a few times and then nothing....the screen itself will remain off/black the entire time its doing this....the neck in back should glow orange right? but  it doessnt  glow ....the sad thing is this thing is still new out of box and ive sent it in for repair once already! they sent it back fixing a short issue but now this... and im trying to figure it out cuz i cant call them until monday now.
