I have been playing with MAME and my TV using the S-Video connection and almost have a pretty decent result. The only problem is that it is filling a little too much of the screen. Vertically it fits almost perfect, but horizontally it is filling too much to the right. So some of the picture is being cut off. Is it possible to underscan or resize the picture to stop this??
I have been looking around and have found no clear answers on this. Would Powerstrip help at all??? If I could make some custom resolutions that MAME can use and/or play with the settings I'd be up for that.
Does anyone have good results from using MAME and their TV or suggestions on what settings I should use??

Powerstrip won't help - it can only control the signal being sent from your video card's RGB/DVI connectors.
Almost all PC video cards have some sort of converter/transcoder chip that takes an incoming resolution from the video card and converts it to a TV signal (often rather poorly). The controls for these video-out devices are device specific.
All you can do is download the correct driver for your particular video card, and use the tools supplied with it to control the video signal. If you have a decent quality Nvidia or ATi card, these more often than not have some sort of over/underscanning control. This will be your best and cheapest shot.
As a last resort, you can try something like TV Tool:

Although active development and support seems to have stopped for it. I would try official video card drivers first.

check the options in display settings for the TV output. They sometimes have an option to disable overscan.

Search for a "Service Mode Code" for that model TV. Many TVs have hidden controls for such things that TV makers only want their techs to have access to! Many of these codes have been found, and posted online in various places.
