Depends on the size of your cabinet. The majority of games you will play in MAME were originally on 19" monitors. Trust me, being 2' away from a 19" monitor is not disappointing in the least. However, if you designed your cabinet for a 27" beast, then you are going to have ALOT of blank space around the monitor that could be a bit undesirable.

Just make sure there isn't too much space around the monitor. One really nice thing about pc monitors is that with the new high resolution artwork in Mame you really feel like you are playing the real game.

In the UK there isn't a reason not to go with a SCART. They are arcade CRTs and you can probably get one super cheap.
In the non SCART areas... depends on the size mentioned above. You can't get a 27" monitor for the price you can get an arcade monitor.
In most cases.... I would say arcade monitor is best. Then TV's. Then Monitors other then for small monitors or free monitors..
BUT
I have to say... The new changes that allow the artwork at full resolution, and the rest stretched... I REALLY like the output on a SVGA monitor. Not as authentic, but pretty with artwork!

The answer also depends on whether you plan to put in non-MAME games like Visual Pinball or the PC versions of games.

Possibly... the 18.5" depth is the thing most likely to give you trouble. If you can fit that you're golden.
