Title: buying Pinball need help!

I was searching our local auction page and found what I think is a steal for a 1977 Williams Liberty Bell, the guy wants 300 OBO.  When I go look at it what are some signs that it is a dud and not worth fixing up?

Well clue #1 will be if it doesn't work. (His ad says it DOES work.)

1. Complete (says working)
2. Backglass condition (flaking paint)
3. Playfield condition (bare chipped wood)
4. Overall general cosmetics.

Personally I'd like to have one of those, I think they are full of "spirit".
