Title: Does a 30watt 36" fluorescent put off the same amount of light as a 40watt 48"?

They're both 10 watts per foot of tube, so perhaps they do.  On the other hand, one's a 40 watt bulb and one is a 30 watt.   Anyone have experience with this?
