Does the horizontal pot effect the picture at all when you try to adjust it?

well I put a cap kit in and seem on the underside of the board that there is many wires jumped around to make contact. should I just buy a new chassis or try to finish repair?

Those jumped wires are factory done.  Perfectly normal.  Finish repair.
