I am trying to decide on a processor but I don't want to go crazy. The computer will only play MAME and be used for nothing else. These games will probably be the most advanced that I'll be playing and I want to be sure I can run them at 100%.

I have an Athlon XP 2000+ which is supposed to be roughly comparable to a 2 ghtz P4, and it just barely does NOT run KI at full speed. I can't remember the actual clock frequency of the XP 2000+ though.

MK3: Probably
KI1&2: Doubt it. My Athalon 2400 XP runs it pretty well, but I can tell it could run a little faster.
SFA3: Yes.
Forget about War Gods, Vicious Circle and the SFEX series as well. They will all need more CPU.

My 1.7ghz P4 runs MK3 (and ultimate) fine...as well as SFA3....I am using a slipstreamed Windows XP and 512mb RAM.

It all depends on what version of MAME you plan to run on it.
The sound on MK3 still gets choppy sometimes on my Opteron 2.8GHz CPU when running MAME 100. However if you dig up an older version of mame before the MK sound fixes, it should play ok. Possibly MAME 73 or earlier? I'm not really sure exactly which version had the "improved" more accurate sound emulation that made it a CPU hog.
Regardless, I recommend going back at least to MAME 92 because that's the last version before Aaron's big sound re-write (all games affected) that made everything a bit slower.

That's strange. I have MAME running on 2 PC's and one Cab (in progress). My Main machine is a P4, 2.5ghz, my laptop is an Athalon XP 2400, my Cab is an Athalon XP 2400. I have played MK3 on all three under 1.04 and the newest 1.06, and I haven't had any sound problems at all.
I have had serious sound problems with almost all the 3D fighters except for KI 1 & 2, and War Gods. Allmost all the others I get the "echos", but MK3 runs super fast with no sound issues. Vicious circle gets echos on my Athalons, but not on my P4.
Have you tried 1.04 or 1.06 yet? Maybe it got fixed?

It doesn't happen all the time, only occasionally in the heat of battle when a lot of sounds are flying around at once.
Turning on triplebuffer to stop the tearing makes it happen a lot more.

The clock speed is roughly 1.6 GHZ ;D

Im running an Athlon64 3000+ (1.8GHz @ 2.0GHz) and 512mb PC3200 RAM on XPpro. Using MAME v106 (Athlon Optimized) and I have NO slowdown or sound issues with does games (KI, KI2, MK I ,II,III, IIIu, SF

There are many many other things besides clock speed that can affect your computer's performance (in MAME and other apps). Some of those are: size of physical memory, memory bandwidth, bus speed, etc. Don't just assume it's the processor that is the bottleneck.

what about the Blitz series?
Can you play those, without slowdown?
