trying to play tempest but the mouse is inactive during gameplay, running mame105. i

Did you enable mouse in mame.ini?

now my next question, with a splitter can you have more than one device plugged into the mouse ps/2 port, I am using my trackball connected via optiwiz to the ps/2 and was also planning on making a nasty spinner.

You're asking some really basic questions here....this is an awesome group but don't be surprised if you get some flack for not bothering to search on this stuff first (even a Google search on "2 mice mame" gives you most of the info you need).
BUT, I'd be lying if I said I didn't ask my fair share of "basic" questions - and people were kind enough to answer (after a gentle prod reminding me that I should seek before just asking).
Depending on your setup, you should be able to have multiple mice. For example, one setup I have is running WinXP. I have the spinner plugged into the PS2 and the Trackball plugged into USB. I could also have more USB or even a Serial mouse plugged in. They would all be controlling the ONE mouse cursor with regular mame. Since I think you are asking about controlling the Trackball OR the Spinner (not both at the same time) I think you would be fine to make a USB spinner (or even serial). You don't need to "split" the ps2 port. Of course this depends on your OS, your hardware (what ports you have open) the version of mame (some special compiles [analogMame?] support two mice at one time) AND what you are trying to do. Hopefully some of this helps, I think the short answer is "yes, just use the usb or serial port".

Except, some small updates.
First, some lingo:
"Dual Mice": like multiple mice, except only two mice
"Multiple Mice0": two or more mice physically connected to the computer
"Multiple Mice0.5": two or more mice connected to the computer, all controlling the same pointer/input
"Multiple Mice1": two or more mice connected to the computer, all controlling their seperate pointer/input
I hope that clears things up ;) You'll see all three "multiple mice" terms (minus which type noted here with the numbers) used depending on the context and location. :(
Windows does multiple mice0.5 natively: you can have as many mice devices connected at the same time, and they all controll the one windows pointer. They also use the same sensitivity and other settings. :( (Unless the driver is specially designed, like the touchpad on a few laptops.) IMO, all mice should be able to have it's own mouse settings in windows, but that's besides the point.
Current official mame now does multiple mice1: each mouse device is considered a seperate input, as long as they are connected seperately. This means two things. You might have to set up your mame's inputs as the default is mouse #1, while you might want to use mouse #3. And two mice connected through one splitter to the ps/2 port are connected as one device, so mame will see the two as one device. (USB hubs or composite devices like optipac are seen as seperate.)
As for splitters and the PS/2 port, sometimes they don't work, especially the scroll & five+ button mice. Using USB + ps/2, or all USB is a better bet.
