Title: Flickering monitor problems?? Ken...someone??

I'm about to purchase a cabinet from someone. I havent seen the cabinet, but from what he tells me the monitor has issues. This is what he said...

"After about 6-7 minutes the bottom portion of the screen starts to gently wobble, distorting the image in the process.  Then gradually gets voilently flickery in that region of the screen.. after a while settles down again to normal.. then repeats"

Any ideas on what this could be and could it be an easy fix or a monitor replacement?

The monitor is japanese and is 29", a 27"inch U.S. size.

Sounds like bad capacitors.

Sounds good, any other possible candidates or bad caps sounds like the culprit?

Capacitors that have gone off value can cause flickering in the image due to poor filtering.
