Hi
I am finish whit my cabinet and now i need to know what the best frontend is for Mame and other emulators ?
The PC that i am using is an 800 MHz amd whit a radeon 9200 that is connected to the TV through scart is there a special settings for this ?

The first night I discovered front-ends I went here, http://www.mameworld.net/, and tried all the ones in the Frontends section in the left hand margin.

There is none. Try them all.
You might consult the Wiki (http://wiki.arcadecontrols.com), in the software section for more information.
EDIT:
I don't know which languages you speak other than Danish and English. If you are more familiar with French than you should definitely go with Atomic. Likewise, if you like German better than English then you should use MaLa.

Make sure you check out GameEx. My personal favorite and very easy to configure. Tom releases updates/improvements every 5 mins as well... Very receptive to his users.

I've tried Mame32, MameWah, AtomicFE, ArcadeOS and several others.
Of all I've tried, I think ArcadeOS (for DOS) and MameWah are my favorites at this point. ArcadeOS gives you a lot of control over game-specific configuration without having to edit INI files. AtomicFE seems very fancy, but geared towards high-end PCs and probably not a good choice for arcade monitor setups. I had a hard time navigating menus with AtomicFE. It seems to have promise but it isn't very user friendly right now, especially when it comes to managing game lists. MameWah also isn't the most user-friendly system, but it is solid and simple after you get it initially configured. I'm enjoying tweaking MameWah right now, though I'm having some weird issues under Win98 that might not be a problem under XP.

Keep in mind that this can be a bad thing as Kids and ignorant Friends can accidentally change your settings.
I Like FE's that bury the settings, although it can be a little painful to set-up initially

AtomicFe can work from Pentium 1 233Mhz ! It is just a question of layout. Of course more the layout is complex with animation, sound , layers, alpha blending more you will need a powerfull machine.
And why it is not a good choice for arcade Monitor?.. It has been made FOR arcade monitor!. It can support all arcade VGA resolutions.

I have tried all of them, if you want the absolute easiest setup, GameEX can be setup pretty much without much effort, but your system has to be fairly powerful to run it smoothly. The only downside is it is a strictly horizontal setup on the screen. I also like Atomic Fe, it is a little bit harder, but not much, and also works great, and allows for vertical setup. Both work with windows and mame32, so they are the easiest.
