Here are my system specs:
AMD 2800
512 MB RAM
80 GB Hard Drive
450 W Power Supply
Windows XP SP2
I wanna know what is the reccomended video card to run all current MAME games?
I did a search on google/mame.net/here but alot of results were out dated

you didnt specify the most important part....
what monitor are you planning on driving with this setup?
if you are planning on an arcade monitor then I would suggest the ArcadeVGA from ultimarc (its a custom radeon card that is built purely to drive arcade monitors)
if you are planning for a PC monitor then pretty much any card from the last 4 - 5 years will do the job fine for mame, dont worry about 3d performance as mame does not (as far as i know) use 3d hardware on cards.
also if you are planning on using a pc monitor I would NOT recommend TFT screens for mame (they just look wrong..... very wrong)

Largely irrelevant other than as an interface device with your monitor of choice. Radeons seem to be a popular choice because they have good out of the box compatibility with PC monitors, and TV's. If it is an arcade monitor then def go with an ArcadeVGA for minimal hassle and set up.
Mame is far more dependent on CPU speed and RAM.
As far as running everything is concerned its not going to happen at the moment. Try using the search options to find out about known issues and imperfect emulation of lots of titles along with extensive FAQ's and threads regarding hardware. The information is all there.
The PC you have should be fine for 90% of emulated titles.
