I have a MAME cab with a 25" TV.
What video card is reccomended that has good TV output performance for use with MAME and other emulators?

I have used ATI Radeon 9250, Radeon 9550, or Radeon 9800 Pro. They all work great for using a TV.

BTW, what kind of 25" TV do you have? I am looking for a 25" TV but all I can find is either 23", 24", or 27".

Almost all new cards with TV-out support S-Video. Some of the better / more expensive cards also add component YCrCb support also. If the TV has component inputs, it's advised to go for the component out card to take advantage of the higher quality output.
Use S-Video as a bare minimum. Composite is just wrong.

Before switching to an arcade monitor, I was pleased with the S-video output on ATI cards...

Get a VGAarcade card and use a VGA to scart cable, quality picture, much better than s-video
